United Nations World Food Program, India, streamlines its monitoring activities with ABBYY FormReader™

Data captured with ABBYY FormReader populates an important internet-based resource which helps analyze performance of the “Mid-Day Meal Programme” project.

Background
The UNWFP, India has been the largest multilateral conduit for external food assistance to the country since 1963. Among its many operations, it is presently, in the process of evaluating the “Mid-Day Meal Programme” (initiated by the Government of India in 1995) to give a boost to universalize primary education, by increasing enrollment, retention, attendance and simultaneously impacting on nutrition of students in primary classes.

Challenges
As a part of the monitoring and evaluation stages the UNWFP had a few sets of forms for each of its activities which had to be manually filled up at the village level (Form A) and passed to the higher authority at the block level, where it was aggregated (Form B) and finally to the district level, where the Forms B were again aggregated (Form C). The process was not only time consuming but also led to various errors and complications while processing.

Solution
NETSPIDER® INDIA (NIIL), ABBYY's partner in India, suggested to create machine-readable forms and process them with ABBYY FormReader 6.5 Desktop Edition.

Process
Machine-readable forms were prepared by using ABBYY FormDesignerTM. Under the web portal project, they are filled up at the project site level. Then they are collected and sent to the district HQs where they are scanned and recorded onto CDs. After that, they are sent to the state HQ where they are read through the ABBYY FormReader 6.5 Desktop Edition and uploaded to the custom-designed web portal which is only accessible to designated users.

Objectives of the pilot project are to streamline and automate the reporting system, to better analyze project performance and to develop and maintain a web portal were successfully fulfilled with the help of ABBYY's data capture solutions.

The major challenge this project was that almost 90% of the form contents were numeric, with a lot of decimals. Since the project took off, all of the problems with poor recognition quality or the inability to capture data are now long gone, thanks to ABBYY’s acclaimed ABBYY FormReader and FlexiCapture technology.

Conclusion
The use of ABBYY FormReader 6.5 Desktop Edition has been accredited as a success story as the UNWFP has installed ABBYY FlexiCapture 8.0 at six other project sites besides the four already existing.
